“They saw what he was like — why did they drag him into that bus? All of Ovruch is in shock, because even from Andrii’s appearance it was obvious that he was ill,” recounted the mother of 46-year-old Andrii Stesiuk from Ovruch, who died on August 6 on the premises of the Korosten District TCC.
According to Tamara Stesiuk, Andrii had suffered from chronic bowel disease and a psychiatric condition for nearly 20 years, was constantly taking medication, and weighed around 200 kilograms.
The woman asserts that on the morning of August 6, TCC servicemen forced Andrii into a car while he was on his way to a grocery store. From Ovruch, he was taken 50 km away to the Korosten municipal hospital to undergo a military medical commission (VLC). That very same day, Stesiuk was deemed fit for service in support units and other non-combat formations.
In response to our inquiry, the Zhytomyr Regional TCC stated that since February 22, 2025, Andrii Stesiuk had been listed as wanted for violating military registration rules — he had failed to appear when summoned.
When Andrii Stesiuk took ill, according to hromadske data, he was in the back yard of the TCC. Bystanders called an ambulance, and the on-duty medic reported the incident to the police.
Andrii Stesiuk’s death was officially declared on August 6 at 3:34 p.m. His body, showing no outward signs of violent trauma, was sent for an autopsy at the Korosten Forensic Medical Examination Bureau. According to the autopsy report cited by Tamara in her comments to journalists, the cause of death was acute heart failure and acute myocardial infarction.
The Ukrainian Parliament Commissioner for Human Rights Office informed hromadske that it had initiated a review into the circumstances of Stesiuk’s death. The Ombudsman Secretariat submitted inquiries to the Military Law Enforcement Service, the Zhytomyr Regional TCC, the Emergency Medical Center, and the regional forensic examination bureau, demanding that all circumstances be determined and relevant records produced.
Additionally, the Ombudsman’s representative appealed to the Prosecutor General’s Office regarding a potential criminal offense — the unlawful infliction of death upon Stesiuk and suspected abuse of authority or official powers by TCC military personnel under Articles 115 and 426-1 of the Criminal Code of Ukraine.
