The SBI systematically and consistently assists the leadership of the General Staff of the Armed Forces of Ukraine in rooting out abuses within the District TCC and SP system. During active hostilities, any violations of the lawful course of mobilization represent an extremely dangerous phenomenon.
SBI officers, with the assistance of the Military Law Enforcement Service of the Armed Forces of Ukraine, identified four additional personnel of a district territorial center of recruitment in Odesa Oblast implicated in unlawful detention and violence against citizens.
The individuals were served notices of suspicion of unlawful deprivation of liberty and kidnapping committed by prior conspiracy of a group of persons and inflicting physical suffering on the victim (Part 2 of Article 146 of the Criminal Code of Ukraine).
Consequently, the total number of suspects in these proceedings has reached 13 persons.
As a reminder, in June 2026, the SBI exposed a group of nine individuals — six employees of this same district TCC and SP and three representatives of a local non-governmental organization.
According to the investigation, they organized the illegal delivery and detention of men on the premises of the recruitment center. Representatives of the non-governmental organization assisted in tracking down individuals and gathering intelligence on them.
SBI operatives documented numerous instances of brutal mistreatment. Victims were unlawfully detained, beaten, intimidated, and subjected to psychological pressure.
Nine previously exposed members of the group remain in custody without bail. They are suspected of torture, unlawful deprivation of liberty, and robbery committed by an organized group (Part 3 of Article 127, Part 2 of Article 146, Part 4 of Article 186 of the Criminal Code of Ukraine).
The pre-trial investigation is ongoing. SBI personnel are continuing to establish all circumstances of the crimes and any other individuals who may be complicit.
