Chronology

  • 27.03.2024, morning - Andrii Panasyuk was detained in a store on Ternopilska Street in Khmelnytskyi. According to his foster mother: "They twisted him like some criminal, shoved him into a car, and took him to the TCC, where they humiliated and mocked him."
  • 27.03.2024, during the day - he underwent the medical board inside the TCC building. During the examination his blood pressure spiked sharply. He was given a referral to a cardiology dispensary.
  • 27.03.2024, ~16:00 - he was released from the TCC in a pre-stroke condition, according to his wife. He had lost coordination and his speech was incoherent. No ambulance was called.
  • 27.03.2024, late evening - his condition worsened at home. He was taken to hospital by ambulance, already in a coma from a stroke.
  • 27-28.03.2024, night - an emergency neurosurgical operation was performed. The brain damage proved incompatible with life.
  • ~29-30.03.2024 - Andrii Panasyuk died.
  • 31.03.2024 - burial.

Circumstances of the incident

The 41-year-old man from Khmelnytskyi suffered from hypertension. After the stress of detention and his time in the TCC, he experienced a massive stroke. Relatives say TCC staff saw that he was in poor condition but did not call an ambulance.

Family's version

  • The detention was violent: he was wrestled down and shoved into a car.
