Hlushak Borys Vasylovych
Biography
Borys Hlushak, 29, lived in the settlement of Shyriaieve in Odesa region. Since the age of 11 he had been registered with a diagnosis of developmental delay. In 2011 he was under psychiatric supervision. He was blind in one eye. He also had epilepsy. He did not hold official disability status.
He had repeatedly gone to the military office himself and asked to be accepted for service. TCC employees who knew him used to refuse because of alcoholism and chronic illnesses. This time the summons was served by unfamiliar TCC employees.
Chronology
- ~July 2023 - he received a summons from new employees of the Berezivka TCC. He was taken even without a passport; he only had an old photocopy.
- Military medical board - it lasted no more than 20 minutes. It included only a blood test and fluorography. One person signed for all specialist doctors - the head of the board at the TCC. He was declared healthy.
- 01.08.2023, evening - he arrived at a military unit in Mykolaiv region.
- 01.08.2023, late evening - he died. On the very first day after arriving at the place of service.
Circumstances of the incident
Borys Hlushak, a man with epilepsy, developmental delay, and vision problems, was mobilized after a sham 20-minute medical board and died on his first day in the unit. The official cause of death was listed as cerebral edema.
His mother says the medical board was purely formal: one person signed on behalf of all specialist doctors.
Investigation status
- Criminal proceedings were opened under Part 1 of Article 115 of the Criminal Code (intentional murder).
- Another case was opened under Part 4 of Article 425 over possible negligent military service by officials of the Berezivka TCC.
- The Specialized Military Prosecutor's Office of Odesa region is conducting a review.
- The head of the Odesa regional administration said all those responsible must be punished publicly.
