Melnyk Ihor
Biography
Ihor Melnyk, 29, was a resident of the village of Batkiv in Rivne region. He had poor health, including high blood pressure and epilepsy.
Chronology
- ~14.02.2024 - the village elder of Batkiv, Vitalii Diduk, served Ihor Melnyk with a summons. Ihor was on his way to see a doctor but was redirected into the mobilization process.
- ~14.02.2024 - he went through the military medical board. He called his relatives and said that he was undergoing the examination.
- 16.02.2024 - the family received news that Ihor had died in a psychiatric hospital.
Circumstances of the incident
The victim's sister, Nadiia, said Ihor had frail health, including high blood pressure and epilepsy. He was on his way to a doctor when he received the summons. Three days after mobilization, he died in a psychiatric hospital.
The key problem is that Tetiana Kmeristova, spokesperson for the Rivne Regional TCC, explained that the medical board process is simplified for mobilized men - specialists such as a psychiatrist and narcologist are not mandatory. In other words, a man with epilepsy and mental health problems could be mobilized without those diagnoses being properly identified.

Investigation status
The director of the psychiatric hospital, Oleksandr Zadorozhnyi, initiated an internal investigation into the circumstances of 29-year-old Ihor's death.
