Circumstances of the incident

On 23 April 2024 in Zakarpattia, a conscription-age man died on the way to a training center. According to the agency version, he suffered an epileptic seizure; according to the same version, the escorting officer provided first aid and called an ambulance, but doctors did not arrive in time.

Key circumstance

Ombudsman Dmytro Lubinets established that the military medical board had declared the man fit for service, despite the fact that he had epilepsy, which ultimately caused his death. Lubinets stated:

"I have opened proceedings over the probable human rights violation. The situation will remain under my personal control."

Investigation status

  • The TCC ordered an internal review
  • The Office of the Prosecutor General classified the case under Part 5 of Article 426-1 of the Criminal Code (abuse of power or official authority by a military official). The penalty is 8 to 12 years of imprisonment
  • Investigators examined possible unlawful mobilization and the role of the Uzhhorod RTC
